Fractional CMO vs Outsourced Marketing Department, What’s the Difference

These two get used almost interchangeably, and they shouldn’t be. They solve different problems, and choosing the wrong one is an expensive way to find that out.

Both sit under the same commercial logic that has made the UK Europe’s most mature fractional market: senior marketing capability, drawn on flexibly, by £1m to £50m businesses that can’t justify a fully loaded full-time hire at £250,000 to £345,000 a year [1][2]. But within that logic, they’re different purchases.

The short version

A fractional CMO is leadership. An outsourced marketing department is leadership plus delivery. One gives you the head; the other gives you the head and the hands.

When you need a fractional CMO

You already have some marketing capability, an in-house executive or two, or an agency doing delivery, but nobody senior setting direction and owning results. The gap is strategic, not operational. A fractional CMO steps into that gap: sets the strategy, leads whoever is doing the doing, reports at board level, and is accountable for whether it works. You keep your existing resource; you add the missing head.

When you need an outsourced marketing department

You don’t have a marketing function to speak of, or the one you have can’t cover what the business now needs. You don’t just want direction; you need the whole thing run: strategy and content, campaigns, digital, reporting, the lot. An outsourced marketing department becomes your marketing function, senior leadership with the delivery capability beneath it, without you building and managing a team from scratch.

How to tell which you are

Ask one question: do I have people who can execute good marketing well, but no one senior steering them? If yes, you need a fractional CMO. If the honest answer is that you don’t really have a marketing function that works, you need the outsourced department.

A scenario that shows the difference

Picture two businesses. The first has a capable marketing executive and a design agency on retainer, but growth has stalled and nobody can say why; the plan changes every quarter and nothing compounds. That business doesn’t need more delivery. It needs a fractional CMO to set direction, make the existing pieces work together, and own the result. The second has a founder doing marketing between everything else, no team, no plan, and no capacity to build one. That business doesn’t need a single senior head directing people who don’t exist; it needs the whole function run for it, an outsourced department.

The tell is almost always in that second detail: who, exactly, would act on the strategy once it existed? If the answer is a competent team that lacks direction, the gap is leadership. If the answer is nobody, the gap is the function itself. Buy the wrong one and you either pay for a department you didn’t need or leave a strategy stranded for want of hands.

In our experience the mistake goes one way more than the other. Businesses appoint a fractional CMO expecting them to personally deliver everything, then wonder why one senior person can’t also be a full content-and-campaigns team. That isn’t a fractional CMO; it’s an outsourced department, mislabelled. One practical marker is time. A fractional CMO is a part-time senior presence, days a month rather than a full-time team; if what you actually need is consistent daily execution across content, campaigns and channels, no single fractional leader covers that, however capable. The department model exists precisely because leadership and delivery are different quantities of time as much as different kinds of work. Be honest about how many hours the problem actually needs, not just what kind of person you picture solving it.

Name the problem correctly and the solution is obvious. If it’s leadership you’re missing, that’s where Fractional CMO starts.
